I had assumed they were protecting themselves from other companies in
designing similar exams and thus taking away their current monopoly.
Realistically they are buying themselves time and hoping to get big $$
quickly. Why would they care if people flunk or pass their exams?
It's in their best interest that people can pass at some point (preferably
after they have paid and taken the exams multiple times).
