[olug] Many Errors with Openssh

Having problems with openssh, again. 

I cannot start sshd, when I try as root, I get the
following output: 

Privilege Separation user sshd does not exit

What does this mean?  

Also I've regenerated rsa/dsa keys for root and my
userid because when I upgraded from RH 7.1 to 7.3, the
upgrade hosed up my working openssh for some reason. 
And for some reason there are two directories where
there are keys. 

/etc/ssh/
/usr/local/etc/

Where should these key be?
