Just make sure you don't run out of disk space; squid stops pulling,
people get unhappy. Turn off logging for better performance (and save
space). Put your cache on RAID array. Look at "unsquid.pl" on
freshmeat.net to unmanagle all pr0n (audit) that will surely downloaded
(people will forever behave like humans, and teenagers like teenagers).
Put a filter on it (I think you qualify for Fed. $$$ if you use one).
Install and DNS name cache on the server that runs squid, that'll spend
things up further.
The "squid.conf" file that comes with is pretty much self-documenting.
Although, the higher level meaning of the configuration can be a
mysterious at first. Cache hierarchies for example... but the
investment you making learning should be pay huge, imho.

I installed a dump-little squid cache on my home NetBSD box with a named
cache; my cox connection doesn't suck anymore.
