For Win32 Secure Copy clients, I find WinSCP to be my favorite. can we say 'freeware'!!!??

Ver 2.0 is out and in beta know, and I haven't had any problems with it. It's a great simple 'low profile' gui ftp-like secure copy client. You can put the exe on a floppy, thats always nice.
For a more general 'semi-anon' secure copy account, would it be wise to create a limited/secure user account on the system named 'anonscp' for example and the user would only have access to secure copy into the machine, specified dir, and /dev/null for a shell? The login/pswd could be posted on a site or given out im sure fairly easily, esp if mentioned for 'security'. This account could log in several times at once correct? anyforseen interference? ppl dnlding the same file simultaneously?
I would like to have a secure (encrypted) FTP server/client setup. Any suggestions? does the above sound good?

safetp (http://www.cs.berkeley.edu/~smcpeak/SafeTP/) - transparent secure ftp client/server Unix/win32 ... i havent tried this on Linux/BSD (yet!) I plan to, once I stop being lazy.
