[olug] wav to mp3 file

Pretty much any of the mp3 encoders will do this (in order to go from
CD->Mp3 the audio file must first be ripped to .wav format.)

Lame (http://www.mp3dev.org/mp3/) is a good place to start, other
encoders include blade, xing and the like.
