With respect to the quality you'll end up, lame[1] (with the '-h'
option) is generally the best available for mp3's.  You can easily get
Linux binaries from NotLame[2], if needed.

However, depending on what you're using this for, you may also want to
consider encoding it as an Ogg Vorbis[3] file.  I first started playing
with Vorbis a while back, but recently it's reached a point where I
consider it to be generally superior to mp3's.  The quality is higher,
the files are smaller, and it feels good knowing there's no patent
issues.  Additionally, both WinAmp and Zinf (formerly FreeAmp) now
contain native support for Ogg Vorbis files.
