Sorry if someone has already answered your question but there are 2 things
you probably need to do. If you changed NIC's when replacing your firewall
with OBSD you will need to power off your cable modem for up 3-5 minutes.
Cox's has gone to MAC address recognition instead of using the hostname for
authentication. (Why??, No Clue!). After 3-5 minutes it clears its cache
and issues another request.
You will need to add a -B (Request broadcast response from DHCP server)
options when you start up your dhcp client. Without it mine also would
timeout on the DHCP_DISCOVER.

Does anyone no what kind of fatted calf I have to kill to get OpenBSD's
dhclient to grab an ip from Cox's dhcp servers?
I tried the -r flag thinking maybe they were using obsolete RFC1531 (or
thereabouts) but the DHCP_DISCOVER requests just keep timing out.
I know I did this with dhcpcd before on RedHat but I decided to replace my
firewall with OBSD and it's kind of essential that it be able to get an
ip since it also does NAT for the rest of the network.
