[olug] Video CD compression

they are not too bad with the use of scripts.  VCDTools, transcode,
mencoder, etc. are good but I just don't have the experience to use
them completely.  Transcode is very good, but I can only seem to make
VBR mpeg out of it and vcdtools doesn't like VBR.
