A kind soul on the Gimp development team led me to the
light...
It's <F10> to bring up the context menu.
It works on the 1.3.10 I just compiled, but not on my
1.2.3.

This keyboard shortcut seems to be unique in Gimp as
it doesn't appear to have an entry in 'menurc'.
