Does your project need to be in C/C++? If not, you might consider
Perl/Tk for Windows. Years ago when I worked with it it did a pretty
good job without much effort, and the code would run on Unix or
Windows, so you could develop on Unix and deploy on Windows. AFAIK,
the level of control Tk gives you over the look, feel, and layout of
the windows components is not quite so fine-grained as in Java or Xt,
but if controlling every pixel is not required, Perl/Tk might deserve a
look. I have an O'Reilly book I can lend you on Perl/Tk if you like.
