[olug] FTP server

Hi 

I'm running RedHat 7.3 with kernel-2.4.18-3 and I'm
trying to use ftp to transfer file between hosts
running the same linux package. But it seems as ftp
server is not enable since it gives me the following
error when I try ftp localhost: 421 Service not
available, remote server has closed connection.

Can anyone help me with how to solve this problem and
how to see that the ftp server is enabled. If not
enabled how can I enable this ftp server.
