Kudos to all on this informative thread!! 

We happen to do what Matthew suggests for our CVS: all "read only"
access is controlled by Apache/WinCVS, not by Unix filesystem
permissions. I'll leave arguments for or against the moral fortitude of
filesystem ACLs as an excercise for the reader. -grin-
