Well...I'm saving some research time for you...the best isp is 
qwest.net and here's why.  First no port blocking.  Second, you get an 
actiontec wireless DSL modem that runs linux (aka fully configurable 
via iptables).  Last, cheap...it is $4.95/month if you don't care about 
support.  Now the speed issue.  Qwest has improved.  1.5 Mbit/1.0 Mbit 
for like $25/month.  The biggest reason I chose DSL over Cox (other 
than I hate cox) is that it has no port blocking (I could run a 
webserver and a mail server etc) AND the upload bandwidth.  Cox had 
256Kbits and Qwest offered 1Mbit.  I couldn't turn it down for being 
cheaper and faster upload and I run a VPN to work with an IP phone at 
home so I needed the upload along with remote network management.
