I apologize for the late repsonse to everyones help.  What I found was 
that when I changed the users shell to something other than bash (ie 
csh), the problem went away.  I hadn't changed anything in the 
bash.bashrc file, so I did not suspect that.  However, in Suse there is 
a bash.bashrc.local file where you are supposed to make all changes.  
Well, I hadn't changed it either and diff showed both files were 
identical.  To make a long story short, I renamed the bash.bashrc.local 
to bash.bashrc.local.test and now the users can log in without hitting 
ctrl-c.  I do not understand, but, hey I still have other fish to fry.  
I hope to look at this again in the future, as it seems we will be 
moving from Red Hat to Suse.
