I set this aside for a bit while I was looking for answers.  In the 
meantime I was tweaking some other settings and restarting httpd fairly 
often.  When I got back to this issue, I noticed the logs were there!  I 
don't know why it wasn't logging after the first restart, but it works 
now.  *shrug*
