The command <init 0> tells the OS to assume runlevel 0 which is system halt.
Runlevels in a nutshell:
0 = halt
1 = diagnostic, single-user mode
2 = single user mode
3 = multi-user text mode
4 = not used
5 = multi-user gui mode
6 = restart
