I'm not familiar with Perfect Tracker, so I don't know for sure what
your requirements and desired featuers are, but I would strongly
recommend Request Tracker (RT). It is an amazing piece of software,
(it's used by quite a few companies/organizations (the Perl guys
recently changed to it in fact), for a demo of RT in action, go to
http://rt.perl.org). It also includes RTFM, the RT FAQ manager, which
is a pretty impressive knowledge management tool.
I've personally used RT at a previous job, for managing communication
among users and staff for a small IRC network I help run, and for
personal use. It's very slick.
RT is written in Perl, is web based, includes an e-mail interface for
ticket generation (one of my favorite features), and uses a database
backend (PostgreSQL, MySQL, or Oracle).
