Try setting:
	dnl define(`confMAX_DAEMON_CHILDREN', 12)dnl

in /etc/mail/sendmail.mc, then running
	make -C /etc/mail

to re-gen your sendmail.cf.  That works on a RHEL/CentOS/Fedora box.

Yeah, that's why I switched to Postfix.  There's fewer knobs to turn.
