[olug] [OT] New build questions

Hardware has definitely passed me by.

So I'm struggling to get my new build to boot.   I have a Gigabyte EP45-UDR 
board.  Questions so far:

I can't find anything in the 2 page English section of the of Gigabyte manual 
that tells me how to arrange my 2 sticks of Ram.  I have 4 slots available.  
1 and 3 are matching color, 2 and 4 are a matching color.   No post with RAM 
in 1 and 3.  Should it be 1 and 2 or 1 and 3?

Power supply has an atx connector that fills most of the motherboards power 
connector, except for 4 pins.  There's a secondary 4 pin connector in the 
same cable group that will fit there.   Do I plug in the second, 4-pin cable?

I'm getting power to the case fans.
The LED's on the motherboard are lighting up.
The CPU fan wiggles for a split second, but never turns.
I never get PS/2 keyboard lights.

Ideas?
