I don't know what kind of shape it's in yet (I know it's listed as a
beta release), but the Strawberry Perl guys are working on a
"portable" install, too.  It's entirely self-contained and doesn't
change or interfere with the rest of the Windows system.  It's
primarily intended for use on things like USB flash/thumb drives, but
it could be very useful on boxes where you don't want to affect the
current Windows installation/configuration.

I don't know if that would be an option or not, but it might be worth
looking into.
