That narrows it down considerably then. The tiny Dells are the only towers I've seen smaller than 16in, with the exception of the Shuttles. That's doable, but the person will need to cover the cost of the shelf (unless provided) and however many U they use, rounded up to the next U.

Or you could just say "towers cannot be more than 16 inches tall" ;)
