Sprint varies, but I would imagine they all do based on network load.
I just did a test and got 1195 / 650 (kbps)
That's fairly typical based on my experience but I have seen speeds around
100/75 or like you describe.
In one instance I saw 124 / 8 ... 10 min later it was 615/620.
