I don't think that the VPNs will work if you don't have the
appropriate gateways in place. To rephrase, if you set up the IPs as
static, then you will have to have them onsite before they will work.
My reasoning is this: VPN device 1 is trying to establish a connection
to a device  IP. To get to that IP, it has to hit its default gw,
which isn't there.

Or you can redo your setup, just to prove that it works.
