I have never ever gotten preupgrade to work correctly.  I even tried to 
get preupgrade to do a F17 upgrade a few weeks back, and it failed 
completely.  (Fortunately it failed so completely that it didn't break 
F16 either.)  After that, I bode my time until the "yum" instructions 
were fully fleshed out.

So in case anyone's interested in my opinion: don't use preupgrade, it's 
no good.
