[olug] IEEE fire sale $5.00 for some standards

IEEE.org selling some standards for $5 even to non-members.  Some of the
wireless broadband standards and utility meter standards.
Unfortunately, it was not immediately apparent which ones are for sale and
there is no sorting by price.
