This is by design, for stability purposes.  They backport the
bug/security/enhancement patches.  The result is, the major package name
stays the same, but they are patched.

Again, stability is the reason for that.  There's always a tradeoff with
distros: stability vs. latest and greatest.  If you're going to run a
desktop distro as a server, that get's you closer to the latest package
versions, but, well, you're running a desktop as a server.....
