It looks like Future Technologies (http://www.futuretk.com) covers 
Plattsmouth.  I've been using them at my acreage outside Eagle, and so 
far (3 months in) I've been happy.  For $60/mo, I get about 11.5 Mbps 
down & 1.1 Mbps up, even in thunderstorms.  I haven't done a speed test 
during heavy blizzards or fog yet.

Don't trust the coverage map on their web site.  It's pretty out of 
date.  Call them and have them check the street address in question.

Do you parents sit up high enough to have an unobstructed view of a 
water tower to their south?  Or can they put up a small tower?
