Have you tried enabling "passive" mode on your ftp client?
I've had this problem before, trying to access ftp sites from behind my
firewall. The way traditional "active" ftp works is that your client
sends a request to the ftp server (port 21), then the server tries to
initiate a connection on one of the client's ports for the 'data'
transfer. Since the server (on the internet) initiated this, the firewall
will block it. But if you, as the client initiate the port to transfer the
data on (passive), everything goes fine.
Look for the passive connection option, check it by default. It console
ftp connection, issue teh command 'pasv' usually or something like that.
