a user can, via ssh, tunnel (local) localhost:8888 to (remote) localhost:3128 wherest some other proxy lives. as long as ssh (or stunnel or sXYZ) can get off the network, on any port, there's no locking down anything. but boy, it sure hides those plain text passwd's good tho'
