Agreed, things like FTP and HTTP should be considered bulk traffic. It's
not like we won't have methods of enforcing fair sharing of bandwidth.
telnet (generally insecure but unless there's a policy explicitly
forbidding it + packet filtering someone is bound to use it),
interactive ssh, RDP (for those hypothetical Windows boxen) and VoIP
should be given priority.
